If you are comparing Citrus County communities from a spreadsheet, the sticker price is doing less work than it looks. What travels with a Citrus Hills address is a stack of obligations set by three different parties, only one of whom is you. Understanding that stack is the actual comparison a buyer needs to make before an offer goes in.

The Number Under the Number

The county-level story reads calm. Per the Realtors Association of Citrus County April 2026 report, single-family closings rose 20.9% year over year with a median sale price of $299,000, and pending sales climbed 26.5% heading into the second quarter.

Citrus Hills sits above that county line. In February 2026, the Citrus Hills median sale price was roughly $405,000 with homes averaging 98 days on market, roughly double the prior year's pace. That gap between the county median and the Citrus Hills median is not just about square footage or lot size. Part of it is the amenity infrastructure a buyer inherits. Part of it is a longer market clock that gives a prepared buyer real time to underwrite the fee stack before deciding.

The Fee Stack, Address by Address

Inside Citrus Hills, the recurring charges layer in three tiers. There is the community-wide fee. There is a Terra Vista fee if the home sits inside those gates. There is a sub-village or product-type fee for certain enclaves. Then there is the Citrus Hills Social Membership, which is a deeded obligation on many homes and cannot be purchased separately.

Bellamy Ridge, another Terra Vista enclave with luxury homes on quarter-acre-plus lots starting in the $700,000s, keeps its sub-village HOA to about $300 per year, but sits on top of the same Terra Vista and social membership layers. Southgate Villas, Hunt Club, Foxfire, Robert's Ridge, and the newest village, Bobbie Glen, each carry their own product-specific arithmetic. The point is not that any one of these is expensive. It is that the address decides the number, not the price band.

Deeded, Not Optional

The Social Membership at Citrus Hills is where the biggest surprise sits for buyers who assume amenities are pay-as-you-go. It is $189 per month billed quarterly, with a one-time $2,000 deposit refundable when the home is sold. It is tied to the deed on select homes. If the home you like carries it, you inherit it at closing whether or not you plan to use the fitness center.

What that membership actually opens up is worth naming, because it changes the read on the fee:

  • The 55,000 square foot Bella Vita spa and fitness center in Terra Vista, with indoor lap pool, hot tub, wet and dry saunas, and a full class schedule
  • Primo Vito Fitness Center, the smaller secondary gym members call "the little gym"
  • Indoor and outdoor pools, pickleball, racquetball, walking trails around Rockwood Park
  • The Grille and the Tiki Bar for casual dining, with Skyview Restaurant at Citrus Hills Golf and Country Club for fine dining
  • Access to the community's three championship 18-hole courses at Skyview, the Oaks, and the Meadows, plus a nine-hole option, with golf privileges layered on separately for full golf members

Spa treatments, greens fees on full golf tiers, and food and beverage minimums live outside the base social number. That is the fee reading a listing description will not do for you.

Who Sets the Number, and Why That Matters

The country club at Citrus Hills is a privately owned, for-profit business. Dues are not voted by members. The developer-owner sets them. Longtime residents at The Villages of Citrus Hills have reported that dues rose roughly 17% in 2022 and another 8% in 2023, with facility closures during some of that window.

That is not a scandal. It is a governance structure, and it is knowable in advance. But it is the piece that most out-of-state buyers miss when they translate a Florida list price into a monthly retirement budget. A buyer who is comfortable with $189 today needs to be comfortable that the same line item will not stay at $189 forever, because the mechanism to hold it there is not in the buyer's hands.

A second wrinkle worth flagging is gate access. If a home sits outside the Terra Vista gates but the buyer expects to use amenities behind them, entering through the main gate is included. Entering through the Essex or Ottawa gates requires an annual RFD tag fee on top of dues. It is small money, but it is the kind of friction a buyer only learns about once they own the home.

What the Median Days on Market Is Telling You

Ninety-eight days on market in a community sitting inside a county that is closing sales 20% faster year over year is a signal, not a red flag. It says two things. First, the pool of buyers who can underwrite both the list price and the recurring dues is smaller than the pool who can afford the list price alone. Second, the seller has less leverage than the county headline suggests, and a prepared buyer has room to negotiate on price, on closing credits toward the first year of dues, or on repairs that would otherwise become a post-closing surprise.

Homes at 100-plus days on market in Citrus Hills are typically selling around 4% below list. That discount is not a distress signal. It is the market pricing in the fee stack the buyer is about to inherit.

Questions to Ask Before You Write the Offer

The disclosure package will answer most of these, but the questions have to be asked plainly and early.

  1. Is a Social Membership deeded to this specific home, and is it mandatory or optional at transfer?
  2. Which HOAs will invoice me, and what does each cover? Get the Terra Vista fee, the sub-village fee, and the community fee itemized.
  3. What are the last three years of dues history for the country club and for each HOA layer?
  4. Are there any pending assessments for pool, clubhouse, or golf course capital projects?
  5. If amenities I care about are behind the Terra Vista gates and my home is outside them, what does gate access cost per year?
  6. If the home carries a Social Membership deposit, is it $2,000, when was it last collected, and how is it refunded at resale?
  7. Is the golf membership included, optional, or separately deeded? Full golf tiers carry initiation and annual dues well above the social number.

None of these questions require legal or financial advice to ask. They require the disclosure documents and a phone call to the club's membership office before the inspection period runs out.
